If they can't provide the training due to lack of trainers / facilities / course not written, then it's the manufacturers fault and is solely their problem. The more issues that mount up then they will take heed and have to rectify it. As you well know CSI is king and falling customer satisfaction due to dealers being unable to fix the car is not what any manufacture wants.
Whilst it's admirable you wan't to get stuck in and provide your own training they won't ever (as mentioned countless times) accept it as an alternative or equal to the manufacturer training as per your other thread (which this is turning in to) .
Outside of the dealer network trainers providing O.E.M training is more often training on the dealer diagnostic platform and info systems and not O.E.M approved (nor do TT, AutoIQ etc etc. state it is approved) A manufacturer training centre is subject to all the regulations that a dealer is, i'm sure you are aware that the NLC as well as Henry Ford Academy (HFA) and all other manufacturers training centres have their own dealer codes, are subject to audits, warranty guidelines, H&S, policies, procedures etc etc. Including having ALL the necessary tooling and equipment required as supplied by the manufacturer. A manufacturer out sourcing it's training would not be in control.
Dealers are screwed at the moment, lack of training opportunities, new cars failing and no info/help, parts on back order, lack of new cars, Techs leaving in droves and not replaced
